Printing Page Borders in Documents

I am creating some certificates and have created a black border around the page edge, which looks fine on screen, but when you print, on 2 different printers, the page border is blank.  I have shut down the whole PC and restarted but to no avail.  This is annoying and time consuming.  Does anyone have any solutions or is it an annoying bug in the system.
